To start off you need to download the Emulator, get it here.
I'm not the best at tutorials... but I hope this can help.
Once you have it, open it and you'll see "For New Game IMG"... this is for the files needed to make your game work.
In it, you'll see 3 files.
HxD.exe" is the Hex Editor I use the most.
"Japan Game license.data" Only need if game is not Japan or if you edit the bios.
"POPS Header.data" is the data that goes before your game IMG.
Install HxD, then start it and open the two files that have ".data" at the end
Now open a PSone game.
If its USA, it will start like this:
Now this part is only if the game is not Japanese.. if your not sure, do this
1. Go back to "Japan Game license.data" and Select all (Ctrl+A)
2. Copy it (Ctrl+C) and then go back to your game.
3. Now make sure to be at the start and do "Paste write" (Ctrl+B)
Now you just need to add the POPS Header to the start of it.
1. Go back to "POPS Header.data" and Select all (Ctrl+A)
2. Copy it (Ctrl+C) and then go back to your game.
3. Now make sure to be at the start and do "Paste insert" (Ctrl+V)
Now your down... Just do "Save as" and name it "MYDUMP.BIN"
Then copy to your PP.POPS-00001 by uLE.... I'm sure you know how to do that.... I hope so, that is.
